(Information on Flood Hazard Maps)
●Areas with risks of flooding (Maximum assumed scale of rainfall)
These maps show the areas where flooding is expected, including the extent and depth of inundation, if a river overflows as a result of the maximum assumed rainfall. Where flood risk areas overlap, the greater inundation depth is shown.
These maps do not take into account flooding caused by tributary levee breaches, rainfall exceeding the levels used in the simulations, or internal flooding. As a result, flooding may occur outside the designated areas with risks of flooding, and actual inundation depths may differ from those shown on the maps.
1. Seki River System: Seki River - Areas with Risks of Flooding
On June 13, 2008, Niigata Prefecture simulated the expected extent and depth of flooding if the Seki River were to overflow as a result of the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channel.
(Rainfall assumed for designation: 358 mm total rainfall over 12 hours in the Seki River basin)
2. Seki River System: Yashiro River and Bannai River - Areas with Risks of Flooding
On June 13, 2017, Niigata Prefecture simulated the expected extent and depth of flooding if the Yashiro and Bannai Rivers were to overflow as a result of the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channels.
(Rainfall assumed for designation: 456 mm total rainfall over 12 hours in the Yashiro and Bannai River basins)
3. Seki River System: Shibue River - Areas with Risks of Flooding
On March 27, 2018, Niigata Prefecture simulated the expected extent and depth of flooding if the Shibue River were to overflow as a result of the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channel.
(Rainfall assumed for designation: 479 mm total rainfall over 12 hours in the Shibue River basin)
4. Seki River System: Okuma River - Areas with Risks of Flooding
On February 26, 2021, Niigata Prefecture simulated the expected extent and depth of flooding if the Okuma River were to overflow as a result of the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channel.
(Rainfall assumed for designation: 512 mm total rainfall over 12 hours in the Okuma River basin)
5. Seki River System: Aota River - Areas with Risks of Flooding
On September 15, 2021, Niigata Prefecture simulated the expected extent and depth of flooding if the Aota River were to overflow as a result of the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channel.
(Rainfall assumed for designation: 517 mm total rainfall over 12 hours in the Aota River basin)
6. Seki River System: Seki River (Upper Reaches), Shirotagiri River, Uchi River, Yama River, Nakanoiri River, Nakano River, Osonai River, Katagai River, Baba River, Nagasawa River, Hiramaru River, Doro River, Kohakama River, Fukasawa River, and Nishitani River - Areas with Risks of Flooding
On August 6, 2024, Niigata Prefecture simulated the expected extent and depth of flooding if these rivers were to overflow as a result of the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channels.
(Rainfall assumed for designation: 358 mm total rainfall over 12 hours for the Seki River (upper reaches) and Shirotagiri River basins; 130 mm total rainfall over 1 hour for the Uchi River and Kohakama River basins; 146 mm total rainfall over 1 hour for the Yama River basin; 151 mm total rainfall over 1 hour for the Nakanoiri, Fukasawa, and Nishitani River basins; 141 mm total rainfall over 1 hour for the Nakano and Osonai River basins; 97 mm total rainfall over 1 hour for the Katagai River basin; 118 mm total rainfall over 1 hour for the Baba River basin; 110 mm total rainfall over 1 hour for the Nagasawa River basin; 124 mm total rainfall over 1 hour for the Hiramaru River basin; 109 mm total rainfall over 1 hour for the Doro River basin)
7. Seki River System: Yashiro River (Upper Reaches) - Areas with Risks of Flooding

(Rainfall assumed for designation: 130 mm total rainfall over 1 hour in the Nigorimata River basin)
9. Rivers Other Than Those Listed Above
No flood inundation assessment has been conducted.
●Estimated areas of building collapse and flood
These maps indicate areas where flooding capable of causing building collapse or similar damage is anticipated (estimated areas of building collapse and flood) for the water-level notification sections of the five rivers listed below. Please note that these maps do not account for factors such as tributary flooding, rainfall exceeding the levels used in the simulations, or internal flooding. Consequently, building collapse or washout may still occur in areas not designated as estimated areas of building collapse and flood.
- Seki River (Seki River System) (Publication date: June 13, 2017)
Rainfall assumed for designation: 358 mm total rainfall over 12 hours in the Seki River basin
- Yashiro River (Seki River System) (Publication date: June 13, 2017)
Rainfall assumed for designation: 456 mm total rainfall over 12 hours in the Yashiro River basin
- Shibue River (Seki River System) (Publication date: March 27, 2018)
Rainfall assumed for designation: 479 mm total rainfall over 12 hours in the Shibue River basin
- Aota River (Seki River System) (Publication date: September 15, 2020)
Rainfall assumed for designation: 517 mm total rainfall over 12 hours in the Aota River basin

Rainfall assumed for designation: 456 mm total rainfall over 12 hours in the Yashiro River (upper reaches) basin
1. Flood Flow
Niigata Prefecture has used simulations to predict flood flow patterns in the event of a river overflowing due to the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channel. Please note that the estimated areas of building collapse and flood (flood flow) are calculated based on specific assumptions; in addition to the conditions mentioned above, the calculations assume standard wooden houses with direct foundations and assume the land on the residential side of the levee is vacant (with no houses present). Therefore, the boundaries of this area are not precise and should be treated only as a general guide.
2. Bank Erosion
Niigata Prefecture has predicted the extent of bank erosion caused by flooding associated with the maximum assumed rainfall (approximately a once-in-1,000-year event), taking into account the maintenance status of the river channel. The estimated areas of building collapse and flood (bank erosion) indicate areas where there is a risk of houses collapsing or being washed away due to bank erosion; however, please be aware that due to differences in the structure and strength of individual houses, the boundaries of this area are not precise and should be treated only as a general guide.
(Information on Sediment Disaster Hazard Maps)
●Sediment disaster (special) alert area
These areas have been designated by Niigata and Nagano Prefectures as locations at risk of sediment disasters, identified through field surveys and the analysis of aerial photographs. As these designations are based on specific geographical conditions and the presence of assets requiring protection (such as homes and public facilities), sediment disasters may still occur in locations not shown on this map.
(Other)
Any changes to this information will be announced on the Myoko City website as they occur.
Due to the nature of the system, it is not appropriate to assess the specific conditions of individual houses or other structures based solely on the information provided in the Myoko City Online Hazard Map. Regarding the “Explanation of Important Matters” required for real estate transactions, etc., please be sure to verify the details with Niigata Prefecture, which designates the alert areas and similar zones.
